Staff Mobility within and outside Europe (outgoing)

Erasmus+ mobility projects promote the active participation of people of all ages in the labor market and in social life. Through international mobility, participants acquire important qualifications for their personal and professional development. Within the framework of staff mobility, cross-border exchange and training measures for university lecturers, teachers, professionals, and other staff members are supported with the following objectives:

  • Professional development: Fostering professional and personal skills in order to enhance the quality of teaching, training, and learning in Europe.
  • Language skills: Significant improvement of participants’ foreign language competencies.
  • Intercultural awareness: Developing an understanding of other cultures and countries as well as promoting international networking, social participation, and a European identity.
  • Strengthening educational institutions: Expanding the capacity, international orientation, and attractiveness of educational institutions so that they can better address the needs of learners both within and outside Europe.
  • Connecting educational pathways: Promoting synergies and transitions between formal and non-formal education, vocational training, employment, and entrepreneurship.


Erasmus+ staff mobility opens up new perspectives, strengthens international cooperation, and contributes to the further development of the European education landscape.
The following objectives are eligible for funding: the internationalization of research, teaching, and daily university life; the further development of professional, linguistic, and intercultural skills; the exchange of experience and knowledge transfer; network building and the initiation of future collaborations; as well as the development of synergies with partners from business, research, society, culture, and the arts.

Application for Erasmus+ Funding for Staff Mobility

The application is paperless and takes place via the Mobility Online platform. Please note the following information before registering:

  • Receiving institution: Still looking for a suitable institution? Then registration via Mobility Online is not yet possible or necessary.
  • Employees of TU Dresden: If you are planning a teaching mobility at a university, please contact the International Office.
  • Online registration: For registration, you will need information about the receiving institution and the content of your stay. Please coordinate these in advance with the institution. Use the “Description Staffmobility” form for this purpose. You can use the completed PDF for your online application.
  • Business trip application: Employees of TU Dresden should send the original business trip application, signed by their supervisor (points 14 and 17), via internal mail to Leonardo-Sachsen (cost center 3580001): Within Europe to the attention of Enrico Plathner; Outside Europe to the attention of Dr. Husam Mohammad
    Employees of other universities should send a scan of the approved business trip application.
  • Additional documents: Please do not send any further documents—these will not be considered in the selection process.

Awarding of an Erasmus+ scholarship is only possible if sufficient funds are available.

  • You are an employee of a ➚participating university.
  • All application documents have been received by Leonardo-Sachsen on time, before the start of your stay abroad.
  • The destination country and institution are eligible for funding.
  • For teaching mobility: At least 8 teaching hours per week are planned.
  • The stay lasts at least 2 days.

Additional Requirements:

  • You have received confirmation from the host institution.
  • The stay is professionally relevant to your work.
  • The sending university is informed and agrees.


Legal Claim:
A claim to the scholarship only exists once all parties have signed the Grant Agreement / Mobility Agreement. The awarding of an Erasmus+ scholarship is only possible if sufficient funds are available.

Important Requirements:

  • Please submit all documents in full and, if possible, at least 6 weeks before the start of your trip.
  • You must be employed in a teaching or administrative position at a participating Saxon university.
  • Your stay abroad must be relevant to your professional duties.
  • The minimum duration of stay (2 days) may only be undercut for important reasons such as illness; otherwise, funds must be repaid.
  • Multiple fundings are possible.
  • You must have sufficient insurance coverage for your stay.

 

Important Regulations:

Violations of Erasmus+ contract conditions may lead to reduction or withdrawal of funding, for example, in cases of:

  • Shortening your stay to less than 2 days,
  • Changing your work tasks without approval from Leonardo-Sachsen and the coordinator.


Framework Conditions for the Project Year 2024:

  • Funding is limited to 7 days (including travel days), even though the program allows a maximum of 60 days.
  • A maximum of two travel days can be additionally funded with daily rates, provided these are not working days.
  • Zero-grant stays (without financial support) are possible to cover longer periods.


Good to Know:

The actual amount of funding is calculated individually based on your documents and the available funds, and may vary depending on the duration of your stay and the destination country. These notes are for your guidance – the final decision will be made after your documents have been reviewed.

Erasmus+ enables university lecturers and company employees to teach at a European partner university—in any subject area. Guest lectureships at universities with a valid Erasmus Charter (ECHE) are supported. The aim is to strengthen the European dimension of teaching, provide students with new academic perspectives, and promote joint study programs as well as the exchange of teaching content. Leonardo-Sachsen supports STA staff mobility at DHSN Sachsen, HSZG, and FHD. Members of other universities should contact their respective International Offices.

STA and STT can be combined within a single stay.

Erasmus+ supports the training and further education of university staff in European programme countries.

Teaching and training can be combined during your stay abroad.STA and STT can be combined within a single stay.

Erasmus+ Staff Mobility with a Stay Duration of 2 to 60 days (within Europe) and 5 to 60 days (outside Europe including Switzerland and the United Kingdom) can be carried out.

The allocation of funding is based on the ➚Erasmus+ Guide of the DAAD. Financial support is determined by the cost of living in the destination country and the travel distance. For the first 14 days, fixed daily rates apply (afterwards, 70% per additional day):

  • Europe Group 1: 180 EUR (e.g., Denmark, Sweden, Finland)
  • Europe Group 2: 60 EUR (e.g., France, Spain, Austria)
  • Europe Group 3: 40 EUR (e.g., Poland, Hungary, Czech Republic)
  • Outside the EU (excluding Switzerland and the United Kingdom): 190 EUR per day for the first 14 days, then 133 EUR per day
  • Switzerland and United Kingdom: 180 EUR per day for the first 14 days, then 126 EUR per day


Important! Obligation to declare to the tax office:

Due to the payment of lump sums, individual overpayments may occur if the lump sums are not fully used based on actual costs. These overpayments must be declared and taxed individually by the travelers (tax declaration).

Disbursement:

  • Within the European Union: The total grant amount is paid in one installment. 100% of the subsistence allowance and 100% of the travel allowance will be transferred to you after receipt of the fully signed Grant Agreement.
  • Outside the European Union (including Switzerland and the United Kingdom): The grant amount is paid in two installments. The 1st installment includes 70% of the individual grant (daily rate) and 100% of the travel allowance. The 2nd installment includes the remaining 30% of the individual grant. This will be paid after completion of the stay and submission of the final documents.

Travel Allowance Lump Sums and “Green Travel”

In addition to the subsistence allowance, travel costs can be reimbursed. The amount depends on the distance between the starting point and the destination and distinguishes between conventional and sustainable travel:

  • 10–99 km: 23 EUR
  • 100–499 km: 180 EUR (conventional), 210 EUR (sustainable)
  • 500–1,999 km: 275 EUR (conventional), 320 EUR (sustainable)
  • 2,000–2,999 km: 360 EUR (conventional), 410 EUR (sustainable)
  • 3,000–3,999 km: 530 EUR (conventional), 610 EUR (sustainable)
  • 4,000–7,999 km: 820 EUR
  • 8,000 km and more: 1,500 EUR


Sustainable travel (e.g., by train, bus, or carpooling) is supported with a higher flat rate. Individual calculations can be made using the ➚Erasmus+ distance calculator.

A1 Certificate for Business Trips

What is the A1 Certificate?
The A1 certificate confirms that, during a business trip to another EU country, German social security law continues to apply. It serves as proof of your health, long-term care, pension, and accident insurance.

When is it required?
An A1 certificate is required for every cross-border business trip to an EU or EEA country.

What happens without an A1 certificate?
Without a valid A1 certificate, you may face fines during inspections or be denied access to the premises of the host institution.

How to apply for the A1 certificate:
Employees of TU Dresden apply for the A1 certificate through the ➚central university administration. Employees of other universities should contact their respective travel expense office or International Office.

Note:
Please apply for the A1 certificate in good time together with your business trip application.

Obligations During the Erasmus+ Stay Abroad

During your stay and up to one year after your stay, you are required to inform Leonardo-Sachsen promptly about the following changes:

  • Shortening or extension of the stay
  • Change of the start or end date
  • Problems that may jeopardize the course of the stay according to the Mobility Agreement
  • Change of bank account number
  • Change of address at your place of work or home

Important Notes

Shortening/Extension: An informal application must be submitted to Leonardo-Sachsen no later than one day before the originally planned end of the stay abroad. A shortening is only possible if at least 2 days of stay remain (excluding the day of arrival and departure).

Grant Agreement: The Erasmus+ contract is only fulfilled if the host institution confirms the actual duration of the stay.

Force Majeure: Unforeseeable, unavoidable events that make it impossible to fulfill the contract are considered force majeure. Material defects, strikes, or financial problems are generally not included.

Documents to be Submitted after Staff Mobility

Please submit the following documents to Leonardo-Sachsen no later than one month after the end of your stay:

  • Confirmation of Stay: Confirmation from the host institution stating the number of days of your stay.
  • Scan of the fully signed Mobility Agreement (if not already submitted).
  • Final report to the European Commission: You will receive an email with access to the Erasmus+ Mobility Tool. Please fill out the online survey and upload the information there.
  • Business trip reimbursement or a scan of your reimbursement claim to your home university (if you worked at another Saxon university).
  • If applicable, the original application for extension or shortening of your stay.


The timely receipt of all documents is considered as your application for payment of the second scholarship installment.

Please coordinate your work program, tasks, as well as questions regarding evaluation and recognition with your supervisor.
Your International Office will inform you about the processes for recognition and use of your stay abroad for your professional development at your university.

Data Protection Information

The documents are used by Leonardo-Sachsen for the accounting of the Erasmus+ project to the DAAD and the European Commission and may be reviewed by these bodies. Leonardo-Sachsen evaluates experience reports in anonymized form to improve project quality. Overall results are published online and in print. You will find the privacy note in the application process through our Mobility Online Portal.

Erasmus+ facilitates access to the program for participants with special needs.

Application:
Submit the application for special funding to the DAAD at least 2 months before the start of your stay via Leonardo-Sachsen. It is recommended to seek advice at least 3 months in advance.

Funding Amount:
Up to €10,000 in special funding is possible, depending on proven additional costs (minus other benefits, such as those from health insurance).

Processing:
After the DAAD has reviewed the application, Leonardo-Sachsen receives the funding and forwards it to the participants.

Documentation:
Original receipts for the additional costs incurred must be kept. After the funding period ends, a supplementary Erasmus+ report must be submitted.
